Inquiry on Post B40 Critical Patches 2017

We have installed the critical patches in our test instances.  Per the notes in the Knowledge Base indicating that the 2 files referenced below were not needed if we had previously installed with Bundle #34, do we need to run them when we migrate the patches?  Please advise on what action is needed.  Thanks.
