Do I really need a JDeveloper Patch to run forms in ie11?

My current environment is Forms 11.1.2.2.0 on Solaris (SPARC) and Linux (x86-64).  We're using Java 1.7.0_65 on the Windows desktops along with ie8.

We're looking to upgrade the estate to use ie11 and I notice that the certification matrix says:

Internet Explorer 11 support requires the following patch from Oracle Support: patch #18277370

This patch appears to be for JDeveloper (although it does detail patching an oracle_common home) and I can't find any reference to Forms requiring this patch on any support note in MOS.  The only place appears to be the certification matrix.  None of the patch details point to a bug in Forms, I'm a bit reluctant to apply the patch as I can't find details anywhere of it being required for Forms.  Not to mention that the patch is a merge request on top of 11.1.1.7.0
