P31113 not writing to F0911

We consistently started using P31113 (August 2015)  to issue items from inventory, we have been having intermittent problems with inventory issues not writing either in whole or part to the General Ledger. The problem batch will either have no data in the F0911 at all, or more likely to be missing a portion of the total number of records that are in the batch, but the lines that are there are complete. This is not thought to be an issue with DMAAIs as the majority of other transactions complete successfully, this is only an intermittent issue. To correct the issue,
