Enroll from waitlist--appointment overrides

We had a student with maximum units set on their enrollment appointment. The limit was set at the Select Limits for Appointment level (not the session--only one session anyway).  All fields for maximum units were completed and equal.   The waitlist process enrolled the student without regard to the appointment limit.   Am I missing something or is this a possible bug?
