Why inactive planners are in LOV for inventory items?

We have planners that have inactive dates that still show up in the planner LOV when assigning a planner for an item.  This is also true for inactive category segments when assigning the categories per inventory item.  I have seen other posts related to the need for a patch to remove from the collection????.  How do we ensure inactive categories or planners on not on the list of values?
