RPAS Config-Tool - Issue with Workbook Designer

In the RPAS config tool for version 14.1 within the workbook designer window we are unable to open and edit workbook properties for some of the workbooks.

When a workbook is selected from the workbook designer window in the Config Tool, it is expected that the respective workspace appears which enables us to edit the workbook properties i.e (General Tab, Custom Menu Tab, Workbook Hierarchies Tab, .. etc)

The issue is we are able to open and edit the workbook properties only for some of the workbooks within a solution and not for all of them.

Can you please explain this behaviour?
