VIES Werb service Validation not getting called from Address book revision screen

When a new AB # is added or modifying an existing AB # the Tax id is not getting validated for some strange reasons. When VIES validation UBE R74101 is ran the web service gets called and validation is done successfully. All the related UDC values 74/VV, 70/TI have special handling code set to 1, user profile set to use Germany localization, not sure what we are missing.
