How are India Localization subledgers used if you cannot transfer to the GL?

Hello Community.  We are testing the setup of another ledger for our India operations and understand that you have to use standard payable responsibility for create accounting and subledger related activities since India localization does not have an uptake on SLA.  What is the purpose of India localization subledger responsibilities then if accounting transactions cannot be transferred to the GL?
