Want to make Web Layout Editor available to select non-admin users

Is there a way to make the Web Layout Editor applet available ( and usable ) - by a select group of non-admin users?

I have created a role - that gives rights to the Web Layout Editor applet - but when the user opens it up - they cannot edit anything ( not because of security group or account constraints ).

It appears that a user has to have the admin role - to be able to make any edits in the Web Layout Editor... Is there a way to allow editing - w/o giving away the store?
