why maintenance on svc:/network/rpc/keyserv:default

I really need help, may not be a new issue but not able to resolve.

Just setup a solaris 11.3 OS.

Trying to enable the services for svc:/network/rpc/keyserv:default

So the command was entered " svcadm enable svc:/network/rpc/keyserv"

But the services is still under maintenance status.

This error keep poping up " svc.startd[13]: svc:/network/rpc/keyserv:default : Method "/usr/sbin/keyserv" failed with exit status 96

"svc:/network/rpc/keyserv:default misconfigured: transitioned to maintenance"

Anyone know what is causing the issue or what other services dependency?
