I'm getting the error 'This Counter Reading record does not have a Transaction mapped.' when calling

I'm running a concurrent program in Oracle Service Contracts R12.  The program is calling the API (CSI_COUNTER_READINGS_PUB.capture_counter_reading) but it's returning an error message 'This Counter Reading record does not have a Transaction mapped'.  Do you have an idea for this kind of error?
