Tax Classification code not getting picked up for Tax calculation, instead Default Tax rate is used.

EB Tax is deriving the default tax rate instead of the Tax Classification Code (TCC) populated the the Payable Invoice line level. Below is my scenario:
Single tax regime which has 2 OUs as Operating Unit configuration owners(Operating Unit owning Tax Content). No tax rule using Tax Classification Code is defined for both the OUs as configuration owners.
Same supplier is used. No Tax Classification code is defined at the supplier or site level. No Application Tax Option is defined.
For the invoice raised for OU1 with the same TCC at the invoice line level, results in the valid tax rate defaulted. While the invoice raised for OU2 with the same TCC at the invoice line level, results in the default tax rate.
