Starting with TR 9.1.5 are Full Builds to be done from Deployment Server?

We recently went to TR 9.1.5.7.  Prior to this TR we did all our Full and Update builds from Fat Clients.  We've been told/(heard rumor) that Full Builds are suppose to be done from the Deployment Server starting with 9.1.5.

We can see why it matters since much of the work is done on the Enterprise Server anyway.
