Fund Transfer Between legal entities

Hi,

We have scenario that to transfer fund from one entity bank account to another entity Bank Account. One entity FBO and other entity SCO.  we have created two responsibilities FBO-Cash Management and SCO Cash Management and granted relevant entities to responsibilities Then created two user  FBO user and SCO user. 

Now FBO user want to transfer fund to SCO Bank Account but SCO Banks are not appearing .

Now Problem is that if i grant SCO entity access to FBO then FBO user can transfer SCO Bank to FBO but i don't want to allow to fund transfer from SCO to FBO to FBO user. how can i restrict ?
