Oracle error -24033: ORA-24033: no recipients for message

When attempting to define an applications User OR Responsibility, in the definition form, the following error occurs:

ORA-06512: at "APPS.WF_DIRECTORY", line 2157

ORA-06512: at "APPS.WF_LOCAL_SYNCH", line 1716

ORA-20002: [WF_INVAL_USER_ROLE] has been detected in

FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT.

STEPS

The issue can be reproduced at will with the following steps:

1. Responsibility : System Administrator

2. (N) Define --> Users.

3. Enter the data and click on Save icon.

I follow the steps of these documents (358151.1 & 337294.1), but  the issue still persist, could someone help me ?
