Receiving Quantity Split

Dear

Oracle, Friends

I have do receiving quantity Split on the time of inspection e.g.

1. Receiving quantity: 1000 so i going to inspection of this quantity system showing the error i.e. Please enter a quanity less than or equal to the available quanity so i have do Split the Quantity

1. 500 in line 1

2. 500 in line 2

and then Inspect it system did allow inspect .

so my question is that how system can allow this what are setup behind that can you guide me
