Solaris 10 password expiry notification

Recently changed /etc/default/passwd file entries MAXWEEKS=12, WARNWEEKS=2 assuming this would force users to change their password every 3 months and receive a mail notification 2 weeks before their password expired.  This doesn't appear to be the case.  Did I miss something?
