Taking more time for to establish DB connection from sqlplus/toad/applications

Hello Team,

we are facing slowness taking almost 70 to 90 seconds for to connect oracle DB using sqlplus/toad or application, FYI. in the same server 3 more DB's are there which establishing connection

very fast,immediately. what could be the reason. also we have not found any error details on the alert log as well. more over some of the application/module connecting to the DB is getting timed out as well. still we don't see any expensive/cpu consuming queries or no more client connections  even no processing as well. still it is taking time to establish for DB connection.
