R12 Period Closure with zero downtime suggestion required

Oracle application is used by more than 40 countries by around 5000 business users and all the transactions will be generated based on our server time in EST.

Database : 11.2.0.3.0

Oracle Applications : 12.1.3

Product/services we use: AP,AR,PA,CM,GL,service contract,WMS,OM,PO,isupplier,iexpense and iprocurement.

Terminology used: D->Day of closure (last day of every month)


Current practice:

We have around 98 Inventory organizations including WMS enabled org, 40 Operating units.

On D we use to restrict the access to oracle application and provide access to only around 200 users to facilitate the closure with special username & password for closure, during this time other users will not be able to do any transaction across application where we are losing the revenue and billing and there will be downtime of 2- 5hours.
