PO values for standard application versions

The client create a version for the a standard application P4312 and called it UPD001. During the upgrade from E811 to E9.1 the application version were brought across from the old release. However the PO values were not.

Is the PO values for the standard application versions supposed to be brought with the spec merge or the application consultants should add the values again in the new release E9.1 and then the change is promoted using the normal promotion channels.
