Applying "Patch Wizard" patches take no effect

Greetings,

I have successfully applied "Patch Wizard" patches 21806033 & 9703082. However when run the query mentioned in (DOC ID 976688.2) to check what are the missing patches, both patches, 21806033 & 9703082, still appear as "Not Applied".

any advise please ??
