Retiree switching to Cobra during 2015

We didn't have a Cobra program set up in OAB until recently.  We went back and processed life events in 2015 for the few employees that retired in 2015 and elected Cobra coverage.  The plans included in the Cobra program were already set up with the ACA required field; we just had to add these to the new Cobra program.

After processing the life event dated in 2015 for Cobra coverage, purging and then archiving for ACA does not show that these retirees were covered in the Cobra months.  They report with box 14 = 1H where we anticipated box 14 would be 1G.

Does anyone know if this is an issue because the Cobra program was not in place when our normal open enrollment was run in December of 2014?  Since the plans were already set up as ACA plans and the Cobra enrollment life event was dated in 2015, shouldn't we expect to see the archive show coverage?
