Generate a different order type from PO Quote

In version 9.0, requirement is to create an order type of OC from a Purchase Order Quote.  I have the correct version in processing options of P43360, and that version works fine independently, but when I need to create the OC from P43360, I get the three errors:  Status Flow Not Set Up, Status Invalid for this Order Type, and Approvals Status Codes Missing.  Are there limitations on what type of purchase order can be generated by a quote or am I missing a piece of set up?
