patch is not Data Guard Standby First Installable

Patch 22139245 - Oracle JavaVM Component 11.2.0.4.160119 Database PSU (Jan2016)

Readme says:  "This patch is not Data Guard Standby First Installable."

I don't know what that means.  Is it defined somewhere how the patch is to be applied to a primary and DG standby?  Doesn't seem to be covered in the readme.
