consctruct scenarios possible in oracle quality

Hello

I need a form  to construct the scenarios possible to test a materials in final assembling.

Example:

Scenario_01    Normal Flow - Complete actions

Scenario_02    Normal Flow - Cannot only first action

Scenario_03    Normal Flow - Cannot only second action

Scenario_04   Normal Flow - Cannot only third action

Scenario_05    Normal Flow - No actions
