Managing Currency rates in ARM?

We're being told "These currency rates can be managed inside ARM. However, only for conversion of transactions and summary profiles, not GL balances." A little confused, if we have a value in the entered currency bucket, can we not translate that to the reporting bucket inside of ARM?  I know in 11.1.2.2. you couldn't, maybe this is a new feature?  How does the currency conversion work in ARM, 11.1.2.4.1x.
