Rate Parameters state,origin by weight

I've got a business requirement where we need different minimum charges per origin/state by weight for all carriers

Example:

Customer Ship To = Texas

Order weight 500lbs

If the product ships from TX to a TX , under 1500 lbs, billable charge should be, $50, over 1500 goes through normally ratings per pound

If the product ships from CA to TX , under 1500 lbs ,billable charge should be, $75, over 1500 goes through normally ratings per pound

If the product ships from MN to TX , under 1500 lbs,billable charge should be, $100, over 1500 goes through normally ratings per pound

My current configuration is to create a rate for each origin/state combo
