Add Static text area to iProcurement checkout page

Hi...I'm curious if there is a simple way to add some kind of Static text anywhere on the Checkout page (or Shopping Cart)....My users want some verbiage to appear every time for their requisitioners...sort of a 'placing this requisition doesn't guarantee an order type' disclaimer. Right now I don't know how many characters it will be.  I've figured out I can do through Personalizations and adding an item, but there aren't very many options available as far as where they display/can be created...closest I could get was a Tip area next to the checkout button.  I'm sure it could probably
