Is it possible to create a Cost Type not available as source in the Update Cost program

Hello,

We are using R12.1.3 and the Standard Cost method.

We have a user requirement to create a new cost type similar to the Pending Cost Type that would be used only for simulation (such as make or buy decision). But we imperatively need this cost type not to be available as source in the Cost Type list when launching an Update Cost. We must never be able to update our Frozen costs from this simulation cost type.

Would anyone know how to do ?
