Unable to Change Unit selling price on Quote

Hello Community,

On a 12.1.3 instance.

I am unable to change the unit selling price on a quote.

However, I discovered something,

On both the Sales Order form as well as the Quote form, I am unable to view the Modifier that has been created.

Checked from Action > View Details.  Attempted calling up the modifier.  Modifier could not be called up.

Need assistance.
