Contract Limits Process (CA_LIMITS) updating the limit on closed/old contracts

We are trying to incorporate contract data into our OBIEE solution, which is causing extremely large data loads based on the SQL that our data warehouse is using. The ensuing discussion brought us to this issue. It seems that, regardless of when the last transaction occurred, or even if the contract is still active, the CA_LIMITS process - which runs as a batch job - is continuing to pick up the contracts and limit checking them (even though the amount is staying the same), but updating the LMT_LAST_PROC_DT_B every time it runs. The contracts that this is occurring on are
