is it possible to backup only the tablespaces that are neccessary for the instance to come up? if so

As part of a disaster recovery scenario.  our team was wondering if it was possible to backup only the tablespaces (or system level tablespaces) that is necessary to bring the instance up as a starting point then look to recover pieces of a database as needed.

or would a cold backup of a specific set of tablespace datafiles that comprise "the system" or instance be a better way.
