Email Center - Emails ending up in Oracle Retry Folder at Exchange level

Hi there, i had a internal client send a email to the HR Mailbox, this did not pull into the Oracle processed folder at exchange level, which means it never pulled into Email Center and Teleservice.

I would like to know under what conditions will an email land up in the Oracle Retry folder at the mailbox exchange level???
