Not able to create partner companay in unifier 15.2

I had newly installed unifier 15.2 on my local system.

Even if i am login as "Site Administrator" I am not getting create partner companay option.

I am seeing below note in administrator guide. But i think this is for cloud based environment.

I had local environment. Please help.
