1095 Line 16 shows 2c for Waive option selected

Hi,

we have setup option Waive in Plan .It is defaulted .This is plan in option .When employee has waive option selected we are expecting Not enroll line 16 but it shows it is enroll and give 2c code.I have checked designee requirement at option level and no designee  set for waive option.

What set up needed Waive option consider has not enroll in plan and we can put 2G or 2B code
