Need help on failed on XLIFFLoader upload when applying patch 22845261 NLS translation patches,

Our eBs version is R12.2.5, with Oracle database 12.1.0.2 on Oracle Linux 6 (86_64).

I got Oracle Applications Translation Synchronization Patches from the patch - 2284526 from a SR. When I apply first one - 22845261_ESA:

adop phase=apply patches=22845261_ESA:u22845261.drv patchtop=<my patch location>

It failed on XLIFFLoader upload.

Here are the errors:

Class: oracle.apps.xdo.oa.util.XLIFFLoader
Method: processXLIFF
Arguments: UPLOAD -DB_USERNAME &un_apps -DB_PASSWORD &pw_apps -JDBC_CONNECTION &jdbc_db_addr -APPS_SHORT_NAME CLE -TEMPLATE_CODE CLEF293LIFOCALC
