Is it possible to start the scheduler from a script or command prompt?

Hello

During end of month processing we turn the scheduler off while some processes are running, once the processes have completed which was 3am this month we start the scheduler.

I'd like to know if it possible to script starting the scheduler once the desired job has completed?
