hover forms enables but not working

Hi Everyone

we have JDEdwards 9.1 with TOOLS RELEASE 9.1.4.4

we have the hover form popup = true in the jas .ini

but yet we cannot see the hover form or the auto suggest

can anyone help us how to solve this problem
