Oracle Treasury ONC settlement. When does it happen?

In Oracle Treasury, we can open a ONC deal, select for renegotiation and select interest action as Settle and decrease principal. But is it necessary that we have to go to Settlement window also to process settlement of ONC? When a ONC considered settled?
