timezone error during DB upgradation from 11.2.0.3 to 11.2.0.4

Hi friends,

I am getting the below error when i am trying to upgrade from 11.2.0.3 to 11.2.0.4 , I google for this and found that how to check the version for the time zone,

Note:(I am having EBS 12.2 on windows server 2008 R2,)

I fired the sql command select * from V$timezone_file;

O/P -

FILENAME                VERSION

--------------------                ----------

timezlrg_17.dat              17

I also got to know that oracle 11g R2 is ship with time =zone version 14 , and mine is 17 but still its asking me to apply the patch,

I have downloaded the patch for the timezone version 17(patch 12949905) for the new oracle home but when I checked for the location of central inventory by querying "opatch lsinventory" it is giving me below error,
