Update Resource code or Charge time in EAM page

Hello , 

  

Is there a way to update a resource after user has made a mistake in charge time or resource code?

Is there another way to delete a resource?

(when user try to delete

he gets an error message –

Deletion of the instance is not allowed. Transaction has been performed on the instance requirements record ( wip_entity_id = xxxxxxx ).
