ADI Create Error - You do not have permission to access this functionality

We have an intermittent issue where users receive the error message " You do not have permission to access this functionality" when attempting to create an ADI journal template.   Users have successfully used this function previously and are able to access the functionality after a period  of time.  

Does anyone have any ideas why we are experiencing this issue.   We are using 12.1.3.
