Redo log switches too frequent, redo logs never full

We are seeing very frequent log switches, but the redo logs are never full.  Also we have parameter archive_lag_target=600 but the log switches happen far more frequently than that.  We are on Oracle 11.2.0.2.  We have three logfile groups, each with one member of size 50MB.  Typically we see log switches every 1-2 minutes, and the archive log sizes are usually around 10MB.  Can anybody please explain what could cause this behaviour and how to rectify it?
