Can users be copied and added in P6 web (8.3 - 15.x)?

Hi,

I see in the help where we can copy users in P6 web, but when I go to the user access section, the copy function is grayed out. Any ideas why this might not be available? See attached images. Also, if it can be copied, does team member come over with the copy/paste?
