after runing R31410 item QTY availability became negative

I set the Manufacturing Constants P3009 to be H-commit at creation of Parts List.

but I found that when I run R31410 for parts list,the materials are directly hard-commit without availability check, and all the availability of those materials are negative now.

I cannot find any processing option in R31410 to check qty available. and both F4101 and F4102  Availability check are active

Is there any setup I miss?
