Database Install/Upgrade/Opatch (MOSC)

Oracle 12c SE2 12.1.0.2 windows

HI All,

I have recently installed 12.1.0.2 to create our rman catalog.  We originally looked into this but we had to install EE edition due to partitioning depandancies when creating the catalog.

I was assured this was resolved, checked the documentation, patches available and they all seemed to clarify this.

Unfortunately after installing/creating the instance I proceed to apply the latest patchset for windows:

WINDOWS DB BUNDLE PATCH 12.1.0.2.160219 (Patch number 22310559)

I then proceed to apply the oneoff patch available to fix the dependency issue:

Patch 20432873

I get the following issue:

Verifying environment and performing prerequisite checks...
