Bursting order in embedded BI Publisher

I created a simple report definition with one RTF template that displays the address for R014021 (one line per address). The burst field is set to split each address into its own page. Based on my testing the order in which the report is burst is indeterminate. If the report includes, say three addresses (100, 200, 300) in that order, order of the busted reports may not necessarily be in that order. In other words, the I have to open each report from the RD output to see which address number is on it. The bursted report order is not
