Need Help with 'Dependent Coverage Start Date' Rule (Fast Formula)

We have Employee Benefits setup to start as of Hire-Date for New Hires, But dependent benefits are stating as of SYSDATE. We have dependent coverage as 'Participant enrollment start date' in plan option, still it is showing sysdate for dependent. Tried using Fast Formula Rule for type 'Dependent Coverage Start Date' Rule and tried to retrieve database item value of ‘PER_EMP_NUMBER’, which did not work either.

Any help with this is much appreciated.
