Upgrade from 8.1.1.11.17 to 15.8

We are using Siebel 8.1.1.11.17. I would like to upgrade to 15.8 (Latest patchset). Can anyone help in clearing some doubts I have?

Do I need to download and install IP2015 first including database upgrade and IRM or just IRM?

What about PatchSet 8? Can IRM be performed after upgrade/installation of IP2015 and installation of PatchSet 8 and then perform only 1 IRM?
