Unable to update Supplier information on Freight Carrier

Unable to update Supplier and Supplier Site linked to my Freight Carrier - We do have Oracle Transportation Management enabled.

Under Freight Carriers I query my carrier and go to Rating, Payment tab. Under the section Freight Payment & Audit, Supplier and Supplier Site fields are pointing to a supplier site that is now inactive in AP. I need to update these to our new Supplier Site but the fields are disabled. How do we update the values???  (FRM-40200: Field protected against update in the status bar at the bottom of the screen)  I did try re-activating the Supplier Site in AP to see if that made a difference but it didn't.
